NERC Registration and Certification BES Criteria Site

The BES Criteria is used to determine if an entity has a material impact on the Bulk Electric System (BES).  This is defined in the Rules of Procedure (ROP) Section ABC, and further detailed in the BES Criteria (Current Link here).  Possible quote from the ROP?

BES Exceptions Procedure
The ROP Section 5C contains the procedure to request an exception. There a​re two types of exceptions. An inclusion exception is used include an element that would otherwise be excluded by the BES definition. An exclusion exception is used to exclude an element that would otherwise be included by the BES definition. To begin a BES Exception, please contact your regional registration contact.​

BESnet is used by registered entities to submit exception requests for processing by the ERO.
