Background

Protecting the bulk power system and assuring the effective reduction of risks to reliability are integral pieces of the Electric Reliability Organization's (EROs) mission. In April 2019, NERC launched efforts to identify reliability concerns associated with electromagnetic pulses (EMPs) and potential methods for promoting resilience by creating a task force to identify key issues and scope areas of improvement for the industry. The results of this effort can be found: EMP Task Force Strategic Recommendations.

Following the EMPTF efforts, in 2020, the NERC Board of Trustees and the Reliability Security and Technical Committee (RSTC) established a working group to expand and continue the mission of the ERO surrounding EMP. The EMPWG established sub-teams that are focused on publishing guidance and direction to industry in the following subject areas:

  •     Policy
  •     Research and Development
  •     Vulnerability Assessments
  •     Mitigation
  •     Response and Recovery.
