The drafting team worked with industry at the engagement workshop to develop these two definitions, Model Validation and Model Verification, that will aid in drafting revisions to MOD-026-2 and Project 2021-01 Reliability Standard MOD-033-2 Requirements. The ballot for these definitions will be conducted separately from the Reliability Standard due to the limited timing of the initial draft postings.
Background
The Federal Energy Regulatory Commission (FERC) issued Order No. 901 on October 19, 2023, which includes directives on new or modified NERC Reliability Standard projects. Order No. 901 addresses a wide spectrum of reliability risks to the grid from the application of inverter-based resources (IBR), including both utility scale and behind-the-meter or distributed energy resources. Within the Order are four milestones that include sets of directives to NERC. NERC developed a directive mapping document as part of its workplan to address all aspects of Order No. 901. The Milestone 3 projects will address deficiencies within the current state of model quality.
The NERC Inverter-based Resource (IBR) Performance Task Force (IRPTF) undertook an effort to perform a comprehensive review of all NERC Reliability Standards to determine if there were any potential gaps or improvements. The IRPTF identified several issues as part of this effort and documented its findings and recommendations in the “IRPTF Review of NERC Reliability Standards White Paper," which was approved in March 2020 by the Operating Committee and the Planning Committee (now part of the Reliability and Security Technical Committee (RSTC)). Among the findings noted in the white paper, the IRPTF identified issues with MOD-026-1 and MOD-027-1 that should be addressed. The RSTC endorsed the SAR on June 10, 2020.
Consistent with the IRPTF recommendations, the scope of the proposed SAR includes revisions to NERC Reliability Standards MOD-026-1 and MOD-027-1. Standards MOD-026-1 and MOD-027- 1 require, among other things, Generator Owners to provide verified dynamic models to their Transmission Planner for the purposes of power system planning studies. Both standards contain language that is specific to synchronous generators that is not applicable to IBRs. The IRPTF recommended revisions to clarify the applicable requirements for synchronous generators and IBRs. As such, the SAR proposes revisions to MOD-026-1 and MOD-027-1 to clarify requirements related to IBRs and to require sufficient model verification to ensure accurate generator representation in dynamic simulations. The Standards Committee accepted the SAR and authorized posting at its September 24, 2020 meeting.
In October 2023, FERC issued Order No. 901,1 which directs the development of new or modified reliability standards, including new requirements for disturbance monitoring, data sharing, post-event performance validation, and correction of IBR performance. In January 2024, NERC submitted a filing to FERC outlining a comprehensive work plan to address the directives within Order No. 901. Within the work plan, NERC identified milestones that must be accomplished. Milestone 3 has three projects that address issues identified in NERC assessments regarding modeling. The projects include 2020-06 Verifications of Models and Data for Generators,3 2022-02 Uniform Modeling Framework for IBR,4 and 2021-01 System Model Validation with IBRs.5 All Milestone 3 projects must be filed with FERC by November 4, 2025, with full implementation by January 1, 2030, to comply with Order No. 901.
Project 2020-06 addresses the FERC directives in Order No. 901 to develop new or modified Reliability Standards for modeling verification and modeling validation for registered IBRs.

Purpose/Industry Need
A SAR involving similar standards, namely MOD-026 and MOD-027, was being drafted by the IRPTF and approved for posting in September 2020 by the Standards Committee. The Project 2020-06 Verifications of Models and Data for Generators SAR will be posted for industry comment, and additional nominees with MOD-026/027 background will be sought. A single SAR DT will be charged with determining whether to combine the two projects and drafting a combined SAR.
The FERC Order No. 901 Milestone 3 efforts have added 12 directives on the team to accomplish relating to the Model Validation and Verification process. These will need to be completed and submitted to FERC by November of 2025.
