WASHINGTON, D.C. – Reliability, NERC, and the importance of collaboration were central themes at today’s Federal Energy Regulatory Commission (FERC) monthly open meeting during which the Commission issued an order accepting NERC’s Five-Year Performance Assessment, as filed with FERC on July 19, 2024 and supplemented on November 8, 2024. The Five-Year Performance Assessment reports on NERC’s activities to ensure a reliable, resilient, and robust grid. The Commission also proposed to approve reliability standards needed to support reliable integration of new energy resources. NERC appreciates FERC’s actions.
The Five-Year Performance Assessment includes the supplemental filing which provided additional details on work to improve efficiencies in Reliability Standards development, Compliance Monitoring and Enforcement Program processing, and more robust data collection and analytics. NERC is committed to applying the inherent flexibility and agility that this will provide to its regulatory processes. FERC also directed NERC to submit a compliance filing within 180 days providing metrics to track the development of Reliability Standards and its compliance monitoring and enforcement program.
In addition, FERC issued a Notice of Proposed Rulemaking in RM25-3-000 - Reliability Standards for Frequency and Voltage Protection Settings and Ride-Through for Inverter-Based Resources. In this NOPR, FERC proposes to approve Reliability Standards PRC-024-4 and PRC-029-1 which address generator ride-through requirements. PRC-029-1 completed development in fall 2024 under Section Rule 321 of the NERC Rules of Procedure. FERC also seeks more information on exemptions from ride-through requirements for certain inverter-based resources.
NERC appreciates FERC’s focus on reliability matters and will continue to work toward assuring the reliability and security of the North American bulk power system.
