2018 Bulk Electric System Definition Reference

Status
A 30-day informal comment period for the 2018 Bulk Electric System Definition Reference Document is open through 8 p.m. Eastern, Monday, September 10, 2018. The documents were previously reposted due to identified typographical errors. The comment period was extended to provide stakeholders adequate time to review the updated documents.

Background
During the course of Project 2010-17 Definition of Bulk Electric System, the standard drafting team created the Bulk Electric System (BES) Definition Reference Document explaining how the revised BES definition should be applied. This document has been updated by the Bulk Electric System Exception Process Working Group to reflect experiences from initial implementation of the BES definition. This is currently a document within Section 11 of the Standard Processes Manual. This posting reflects modifications which are proposed by the Bulk Electric System Exception Process Working Group (an internal ERO Enterprise group comprised of NERC Staff and Regional Entity representatives focused on consistency and alignment of implementation of Appendix 5C of the Rules of Procedure) to reflect experiences from initial implementation of the BES definition. Once the comment process is complete, the document will be sent to the Standards Committee for its review in accordance with the Standard Processes Manual.

Project Scope
The BES Definition Reference Document is intended to assist the industry with the application of the BES definition. Examples are provided where appropriate but should not be considered all-inclusive. The document is intended to provide clarification and explanations for the application of the BES definition in a consistent, continent-wide basis for the majority of BES Elements.
